Backup to Blu-Ray not filling discs

I started a backup of approx. 200gb of data to 25 gb BD-R discs. Discs #1-7 were fine - filled to capacity. On disc #8 it only filled 3.49 gb. Same with discs #9 & #10. When it prompted me for another disc I re-inserted #10 to see what it would do. It burned another 3.49 gb to that disc. Why is it suddenly not filling the discs to capacity before prompting for a empty one? This media isn't cheap and now I'm not sure if I'll have a valid, restorable backup when it's all done.
